How can households be motivated to adopt solar panels, energy storage batteries, heat pumps, and electric vehicles? Researchers at the Universities of Basel and Geneva have explored this question, focusing on policy measures that could maximize the adoption of these environmentally friendly technologies. Their findings, recently published in Cell Reports Sustainability, highlight the role of targeted political strategies in driving the energy revolution.
Private households play a crucial role in climate protection and transitioning to sustainable energy systems. Despite the growing affordability of green technologies, widespread adoption remains limited. Dr. Mart van der Kam and Professor Ulf Hahnel of the University of Basel, in collaboration with the University of Geneva, conducted a study to identify effective strategies for encouraging households to embrace these innovations.
Understanding Household Decisions
The researchers surveyed nearly 1,500 Swiss households to understand their reasons for adopting—or avoiding—technologies like solar panels, electric cars, and heat pumps. This data was incorporated into a dynamic model simulating the decision-making processes within a community. The model allowed the team to evaluate the effectiveness of various policy measures in promoting green technology adoption.
The Limitations of Individual Incentives
According to van der Kam, while competitive markets are lowering costs and making these technologies more attractive, individual incentives alone are insufficient to drive widespread adoption. Instead, a strategic combination of political measures is needed.

Subsidies for solar panels and heat pumps, for instance, can be helpful but must be paired with policies addressing structural barriers. One key challenge lies in encouraging renters to participate. "Currently, building owners bear the cost of investments, but renters reap the benefits of reduced energy expenses," van der Kam explains. This imbalance often discourages property owners from investing in sustainable technologies.
The success of policies enabling renters to install solar panels on their balconies offers a promising example. Similar initiatives could be developed for heat pumps and energy storage solutions. For instance, neighborhood batteries could collect solar energy from multiple buildings or entire districts, providing a shared power source.
Unlocking Untapped Potential
With nearly two-thirds of Swiss households being renters, the potential for advancing the energy revolution is substantial. Ulf Hahnel stresses that addressing renters' needs through innovative policies could significantly accelerate progress. He also underscores the importance of interdisciplinary collaboration, combining technological advances with insights into consumer behavior to create targeted and effective solutions.
"We must unite different disciplines and methodologies to address complex challenges like climate change and the energy transition," Hahnel concludes. By integrating policy, technology, and consumer preferences, the path to a sustainable energy future becomes clearer.
